Wiper motor slow

Just started looking into my wipers running slow, Its the only speed. Could this be the motor or the wiper control?

Are you saying it only works on one setting or it goes slow no matter what you do? My experiance with wiper motors is to run a ground wire from a cleaned up spot on the motor to the negative battrey terminal and see if anything changes. Bad grounds have sold alot of wiper motors over the years.
