A friend asked me about issues with intercoolers and CA smog check. If I recall, we had a a CARB section circulating around that limits the smog techs review of non-stock intercooler solutions. True? If so, does someone have the rule section handy?

I will have to dig for it, but the exemption exists. Appendix J or K. Any replacement intercooler is exempt and allowed. Many small smog shops are paranoid and don't want to get "busted" by the state ding squad, even though intercoolers are exempt.

Please note the wording "Intercoolers for OEM torbochargers", and not "OEM intercoolers for turbochargers".

Does that mean adding an IC to a turbo'd engine that originally did not come with an IC is legal?

Crap, his is a supercharger. Scott Courtney, the big guy that works on the EMC engine, is trying to smog his MINI Cooper and he switched to a water/air intercooler.
He'll have to bluff his way to use that section.

They also have a provision for an "under carburetor screen" , as well as "blow by seperators and filters"!
