Do I have to remove the gauge cluster to get at the screws to remove the dash pad or can I just loosen it and tip it out a bit? Also what bulb is required for the illumination of the heater/ac control switches?

The plastic shell over the gauges needs to be removed to remove the dashpad, but the gauge cluster stays behind.
Can't help with the bulb question. Sorry.

That's in the owners manual. page 136 for 1984. The AC/heater illumination is a 161, the instrument cluster illumination is a 194.

Do you mean the Ford shop manual, because that's all I have.

I'm referring to the 1984 Mustang Owners Manual, a small 4" x 8" pamphlet style of about 160 pages. Same info may also be in th Service Manual.
