Here is what FelPro lists their ES 72137 bolt set for 2.3 turbo. These are TTY bolts which I thought were not the best on turbo engines Are there any bolts that are not TTY?

Correction: They are TTA - Torque To ANGLE. NOT Torque To YIELD.
If it was twisted to where it "yielded", then permanent damage has been done to the fastener and it MUST be immediately replaced. Which would get very expensive and the engine would never get finished.
ARP makes some stud/nut sets that are not TTA. The TTA bolts you list above are all (Ford) currently provides for these engines, NA or Turbo. Just like the stock bolts - smae for all 2.3L OHC engines.
The goal of any fastener system is to get the proper clamping force (for tensile-loaded fasteners). When I have more time I'll describe the three common methods to tighten threaded fasteners and their respective pros/cons. Remind me later.

I guess I misread the Fel-Pro catalog. So these ES 72137 bolts are good to go for a stock motor rebuild then?

Why not use the original 12pt bolts? You can reuse them if they haven't been damaged.
