I know my SVO should push 14psi and it does but only briefly. It stays around 10psi and like flutters to 14 and is not constant. What could be the issue?

Try more octane first.

It builds to 10 very smoothly but anything over is not

check your intercooler hoses. If they're loose they can cause a fluttery boost condition.

That is what happened to me. All it took to make it better was to check and snug them. One was a bit looser than the rest. Once tight, things were MUCH better!
