I found this bolt backed half way out? It is a 13mm.6424 6423

Looks like the power steering pump bracket mount. there are two of them on the top and one on the bottom of that bracket.

That hole (threads in the block) are 10x1.5mm, which is usually either a 15 or 17mm hex head. There are three mounting the "square intake manifold" version of bracket and four on the "in-line intake" version. The in-line intake version has a separate bracket to mount the alternator tensioner to and the additional brace from that bracket to the intake manifold front stud. Hard to tell from the pic but that could be a 10x1.5mm bolt.

One of the lower bolts (the only lower one on the three-hole version) mounts theengine side of the battery negative cable. Those bolts all go to 30 Ft-Lbs, btw.

After further study, it looks like it may be mounting that monster bracket for the alt and PS pump to the block?

you are correct I just put my motor back togather and that is the bracket.
