What is the correct relay behind the console for the fog lights? there are three of them behind there, I'm assuming one of them is for fogs. My switch lights up and both bulbs are good in the fog lights by testing, so maybe relay is bad?

Also check/replace the main headlamp switch - that is where the fog lamp circuit power comes from.

Ok Mike, thanks, so there is no factory relay for fogs?

Yes, there is a relay but it's usually the headlight switch that causes problems with the fog lamp power circuit.
Here's a technical drawing of hte relay locations behind hte console. Top is Up.

The other two relays are for the Premium Fuel control switch. One connects two EEC wires together (to enable Premium mode in the EEC) and the other connects the Boost Output signal from the EEC to the Boost control module or solenoid.
