I had an incident with my drive up ramp yesterday. It slid then the ramp came off and got wedged between the tire and the front bumper cover. There is a 1.5" crack right below the DS fog light opening. I am thinking of 2 pieces of aluminum and some bolts to make a sandwich out of it so it doesn't tear any more. What do you think?

Stop drill the crack, you can use aluminum or other metal to sandwich. Instead, I would use fiberglass repair on one side, fill the crack with an epoxy or sealant and then glass sandwich the other side.

Is fiberglass going to bond? The cover is flexible and the glass isn't won't it crack the first driveway I rub on?

Is fiberglass going to bond? The cover is flexible and the glass isn't won't it crack the first driveway I rub on?You will need to scuff sand to make a bonding surface, and it is possible that it can crack, fiberglass is more rigid than the rubber bumper. Make the repair overlap small, a couple of inches on either side of the crack. Your other option is to bring it to someone that can weld plastic.

By no means am I a pro at any of this, but I did what Stockman1 suggested. I had a completely split fog light hole on both sides. I scuffed it up and fiberglassed it together. After several years of non-use, use and abuse, it's all still holding strong.

What I did with mine was use a plastic welder on the outside and inside, and then on the inside I fiberglassed in a piece of aluminum for good measure. It's held up for 3 years, so it seems to work. Just make sure the surface is roughed up and clean.
Here is something like what I used: http://www.eastwood.com/tpo-teo-and-pp-plastic-welding-kit-80w-iron.html
Here is another option that seems like it would work really well if the material in the bumper covers are compatible: http://www.eastwood.com/eastwood-s-hot-stapler-plastic-repair-system.html
