stutter under load

I dont know how to explain this, but I'll try.
I pulled the I/C off did some painting and put it back on. Now there is a bad stutter (the best way to descibe it) when the turbo spools up and builds boost. Now for the part that has me baffled, the boost gauge shows boost but does not drop back when I get off the turbo. The needle still reads at whatever psi I run it up to, and then after shutting off the car it very slowly drops back to zero.
Any help here would be greatly appreciated.

Assuming it ran fine prior to your maintenance you performed? Did you check the things you disturbed in your work?
That's the plug wires, vacuum lines, & intake hoses.

Check for damaged plug wires or loose wires.

I did a tune up once and had similar issues
replacing the intercooler hoses and clamps with better ones fixed everything

But plug wire issues are very common on these cars

Take the distributor cap off and check to see if you have water mist in there.
