I am running 3.55:1 gear with the stock SVO T5 (3.50:1 1st gear). I think it is the best change I made to the car and yields 22mpg city and 30mpg highway.

Vacuum leaks can also cause high idle, check all of your hoses. There are hoses heading over to the egr and pressure switch above the turbo and get brittle from the heat of the turbo.
What about cam timing, have you checked to make sure the belt hasn't jumped a tooth?
