Was driving the SVO to St Augustine today (nations oldest city) to visit some friends and noticed 2 dots by the 10 MPH, 2 dots by the 40 and 2 by the 70? Any significance to that or am I seeing things?

Those are meter calibration markings.

Calibration marks. Each speedometer is tested at a couple (or more) MPH/kph points and as long as it reads between the dots, it's good enough for production use. For example if the speed cable is running at 70MPH, as long as the needle shows between 68 and 72, it's good to go.
