So in my quest to gather parts to a restore a pretty haggard 84 SVO I am in need of some fog lights. As in they are flat out missing from the car. Were these SVO specific or did ford use them on any other vehicles that I can potentially source from?

You can get them from 84-85 escorts, 83-86 thunderbirds, Lincolns, some mercurys, I even got a set off of a Jeep Cherokee. Of course 84-86 mustangs and capris. They are on e-bay a good bit.
I have several sets that I have been collecting over the years if you have not found any yet, most the black cat emblem has fallen off the face this is quite common.
If you are not too hung up on originality, Cibie 35 are about the same size and IMHO put out more useful light than the stock Marchals. I just added a set to our '85.5 SVO from Ebay.
If you have one of the old lights or or some one has one with a cracked lens pop the cat off the lens it's made of aluminium.Take it to a shop that makes stick on auto graphics have them make you about 25 or 30 sets.Then that paint the frame of what ever light you get semi gloss black stick the cats in the middle.The lights set so far back in the holes no one will know the difference.
As an aside, DO NOT use high-wattage lamps with the stock wiring. Anything (in fact even the stock 55w bulbs) need larger wires and a relay.
